Secret Santa and white elephant are not the same game
In Secret Santa you are buying for one named person, so the limit is a budget for a real gift and the money is well spent. In white elephant nobody knows who ends up with what, gifts get stolen, and the entire point is the reveal — so the limit is a budget for a bit. That is why white elephant sits lower, around $20, while Secret Santa has drifted up to $25–$40 in an office.
The practical consequence: a $40 white elephant gift is a mistake even if you can afford it. Somebody is going to open it, look mildly embarrassed, and the round will stall. Spend the money on the joke, not on the object.
Setting the limit is the organiser’s only real job
Set it too low and half the group buys filler; set it too high and the people who are quietly counting will opt out.
